Public Hearings and Inquiry into Auditor-General's report on site-selection process

The Standing Committee on Public Accounts is currently holding an Inquiry (details here) in to the recommendations (media release here) of the Auditor-General's report (available here) no. 7 of 2008 published 10 December 2008.

Submissions to the Inquiry should be made by email to committees@parliament.act.gov.au so that they may place on record whether the community impact was resolved by their subsequent actions of consultation, downsizing, relocation and enacted legislation to fast-track an alternative site, just 1km from the initial site.

Public hearings are ongoing and the next is scheduled in Committee Room 1 at the Legislative Assembly for the Planning Institute of Australia (ACT Division) at 2:00pm on Wednesday 14 October 2009. You are encouraged to attend.

Why are we concerned?

A consortium led by ActewAGL is seeking to build data storage warehouses supported by a polluting 45MW (MegaWatt) fossil-fuel gas-fired power station (comprising 3 jet turbines) to run all the time) near to the residential areas of Southern Canberra in the Tuggeranong Valley, Canberra

The power station will impact the environment and affect the health of thousands of Canberrans

The project appears to be more about profits than it is about benefit to the people of Canberra. Capital Works cost is estimated at $87 million. The claim is that this is a $1 billion ($1,000 million) project.

Lack of transparency and accountability - the public has been mislead, misinformed and has not been consulted with respect to the latest DA 200813657.

How many jobs will be created by the data centre or the new power station?

Data centres do not need many people to run them. Power Stations are all automated.

The maximum number of jobs during construction could be 100-150 and at the meeting on Monday 28 April, the CB Richard Ellis spokesman, Tony Adams, admitted employment would be minimal with an estimate of about 5 - 50 people at the most.

The hundreds of car parking spaces set aside in the plan, are apparently for, again according to Carston Larson the ActewAGL project manager “if there is a disaster”. He was, we believe, referring to a disaster off site and presumably he would then expect hundreds of people to flood into the data centre to protect their data ruined from off site.

We find this difficult to believe as other data centres do not hold that many car parking spaces and we do not see the purpose of concreting and maintaining a car park of this considerable size for the rare chance that people will need to access the data centre all at the same time.

We believe the car parking spaces may be allocated now and will be used later to expand the Power Station size and increase the profit for ActewAGL.

- The vast majority of this $1 billion construction could be given to an out of state construction company (big enough to handle it).
- The gas is from out of state.
- The power is no longer part of a "state significant" project.
- The profit will go into a private company.
- The power station and data centre will employ minimal people.
